Institutional framework
KETHEA is a self-governing legal entity of private law. It operates under the auspices of the Hellenic Ministry of Health and Social Solidarity (Laws 4139/2013). The organisation, operation and management of KETHEA are laid down in Ministerial Decisions A2β/οικ 3983/87 and οικ 245/94.

KETHEA’s supreme institutional body is its General Assembly. The recipients of KETHEA services (participants in therapeutic programmes at the social reintegration stage) are entitled to attend and vote at the General Assembly, along with its employees and volunteers (members of the Boards of therapeutic programme Family Associations, the members of previous KETHEA Boards).

The General Assembly elects nine full members and three alternate members to the Board of KETHEA every two years. The members of the Board, which is charged with supervising the operation of the organisation, are public figures who share KETHEA’s goals and therapeutic model, and who wish to contribute to its work on a voluntary basis. Board members are not remunerated for their work. There are also two non-elected Board Members—drawn from the National Public Health Council and the Institute of Educational Policy, respectively—who form an institutional interface between KETHEA and the public health and education sectors. The Board appoints the Director of KETHEA, who is responsible for its therapeutic and administrative operation.

The organization’s long-term policy on development, therapy, prevention, education, research etc. is decided by the KETHEA Policy Council (SPOK). The Council, which now has over 100 members in positions of responsibility around the country (the heads of all programmes, units, sectors and departments), meets twice a year. The Programme and Sector Heads Council, which meets twice a month, deals with ongoing issues.

KETHEA favours democratic decision-making processes in its internal operation and administration, and independence of management for the individual programmes it runs around Greece.
